Great characters are memorable. They have a unique, crystal clear personality. Character personality is expressed clearly and convincingly through their artwork and voice (in text as well as in voice acting if there is any).
Voice: If you can recognize a character just by a random line of text, it's good.
Art: If you can instantly recognize a character just by their silhouette, it's good.
Game characters should be vivid, natural, convincing and stand out.

Geralt of Rivia
The Witcher III's player character, Geralt of Rivia, has a great appearance. His white hair is iconic. Combined with his double sword, his silhouette is instantly recognizable. And his specialty is his "subject + sentence" staccato way of talking, combined with the soft, near-growling voice acting by Doug Cockle.
Lara Croft
Lara Croft evolved from an overly sexualized female protagonist for male players to a symbol of girl power, and has always remained completely Lara. Her resourcefulness and resilience, her introverted bad-ass demeanor, and her gorgeous face, long black hair, and British accent make her stand out so much. I was thrilled to write lines for Lara Croft when she visited The Walking Dead: Survivors.
Austin The Butler
A good character doesn't have to be heroic. Austin, the butler from the Homescapes and Gardenscapes series, is one of the best characters in mobile gaming because he is 100% completely butlerish. His bald head, his clothing, his idle animations, what's on his mind, and even the way he moves is utterly and extremely like a butler.
